Yes. This is was what I assumed at first. And in most cases, you'd probably be right in making that judgment. But the woman, turned out in this particular case, to be a decent dog owner. The dog got away from her while she was out walking it, as she says she does daily to prevent aggressive behavior in the animal, and it went off after a rabbit and got away from her.
