Well 3 years is the minimum they allow, but all contracts come with an 8 year commitment so the time you don't do active you will do in reserves.

Three tiers of prison.
1. Is for non violent criminals. Think min security. People locked away but can pursue education and hobbies.
2. Same as 1, but for violent offenders. Closer eye is kept on prisoners, but they are still able to study , read, work out, whatever.
3. if you are caught with drugs, or fighting, or raping, or anything gang affiliated, or any type of illegal fuckery while in tier 1 or 2, you get put in tier 3. Whether its a rape cage or solitary where everyone is chained to a wall, doesnt really matter. This is to punish the real criminals as well as keeping them away from the lesser criminals.
Using this system, the people in tiers 1 and 2 can actually be rehabilitated without having to deal with the unpleasantness of the shittier inmates, allowing them to serve their sentence in peace and maybe even be productive to society. The people I love don't exactly hang around drug dealers and thugs so it's pretty unlikely that one day they'll find themselves in the wrong place at the wrong time and cops will be like "clearly this woman with absolutely no previous criminal record murdered this drug dealer"
False positives aren't nearly as common as you think and they rarely happen to people who are completely uninvolved. Usually they'd be something like the accomplice getting the blame when someone else in the group actually killed a person.
Serious criminals will be cast off. Put them on a boat with some food for a certain amount of time and after that they're on their own. No longer to return to the country. Don't give a shit where they end up, so long as it isn't back here. Anyway found to have somehow returned will be immediately executed.

Generally I think jail should only be reserved for the worst of the worst. Smaller crimes can be handled with fines and offender registries.

Seperate prisoners more. Seperate troublemakers and people who dont get along. Allow prisoners to learn stuff that would help them reintegrate into society, like trades.
I know all this sounds like bleeding heart liberal stuff but my biggest concern with prison is that it actually creates career criminals instead of being deterrent.
