Combine that with international cooperation that TPP is and you will have extra rich people who will give commands to ISPs who will then punish users. They are already speaking of charging for sites where you view common things that are now for free. The whole goes of internet censorship is not about so much about spying, it's about charging for things that aren't political correct. This might sound like a meme, but they will allow you to view other non-political correct sites, because muh democracy, but you will pay extra if you want to view anything else that isn't political correct. I am not sure if TPP will make this happen, but that's their idea. Of course it will be pointless to complain when they take your site down, since you will have other problems, like paying for shit and getting tickets for misbehaviour.
