Don't be duped! It's a plan do re-instate mandatory military service. The German's got it abolished before. But now they're arming themselves again, while pretending to want to help refugees. With how things are now, I'm sure that more people will choose to do military service rather than a social year as servants of refugees.

It was one member of the parliament who made this suggestion, sure that's bad enough, worse even because he's in the CDU, but it's not something like a legislation that was up for debate. I don't even know if he made this proposal while parliament was in session or if he gave an interview or something like that.
Other than this I can see something like this coming along in the near future, depending on the results of the coming election in 2017.
AfD has scored 10% in the latest points (+5) while CDU lost around 7%. I hope as many germans as possible hear of this and then you can expect AfD growing even more.
