There's a couple reasons. Also are you referring to Africans in general, or are you specifically referring to African immigrants to the United States?
If it is the latter, one of the reasons is that they are the elite of their country. If you meet an African studying abroad at an American University, chances are he or she is one of the smartest and wealthiest in their home country.
Also, if you, as an African, have the wealth and means to legally immigrate to the US, you are probably intelligent (unless a refugee). I actually dated a black girl who was Nigerian. Her family had money and all of her siblings were very successful in their chosen fields. Fact is, they would not have been allowed to immigrate if they did not meet certain standards set by the US. (technically she was not an immigrant, her Nigerian parents immigrated in the 70s or 80s).
The point is, as an American, most African Africans you meet are from the elite of Africa, placing them on a level at or above most people in the US anyway.
Also, my opinion is that it is a cultural issue. I don't think Africans are necessarily inferior to other people. Also, Africans who are from Nigeria or Kenya or Zimbabwe (despite the latter being a fuck up now due to mugabe) have a long history and culture that they are apart of.
American blacks have had to create a culture on their own. It is interesting, but it lacks strong roots. This in turn, I believe, leads to people acting out and behaving violently, as well as having less of a desire to improve their intelligence.
In many African immigrant families, the emphasis on education will be as strong as in many Asian families.
