Bernie is a Social Democrat, so he just wants welfare.
Actual Socialists want to seize control of the economy and put it under the control of workers.

We already have socialism? You're cops and firemen are socialists. All democrats are socialists, Bernie just put socialism at the end because he doesn't like Hillary Clinton.

it lets people feel like theyre still democrats even though theyre actually socialists

I'm not too clear on Bernie's idea of it, but being a Social Democrat is a thing, which is basically what US Democrats are.
However, Sanders consistently refers to himself as a Democratic Socialist, not a Social Democrat, so I'm not too sure if he's leaning more towards the socialist side of things.

Government bureaucracy =/= socialism

Socialism is when workers gain control of the means of production of the economy.
Democratic Socialism is when workers receive a percentage of ownership of a companies profits and is a form of socialism.
It's not that hard

Socialism as in the way it was practiced in the USSR, you have absolute control from one political party, Government owns ALL the means of production and distributes value as it sees fit. All planning is central, it's a command economy.
Democratic Socialism is a mixed economy, which is closer to what we actually currently have, which is a market based economy that the State invests in to stimulate (IE instead of the Government owning the construction company that builds the roads, the Government gives money to a private construction company that builds the roads, under Democratic Socialism that is still how it works)
The Government takes care of funding in a few key areas like infrastructure, healthcare, education, scientific research (providing grants), defense, and the Government regulates businesses to make sure their products are safe, and prices and wages are fair. But businesses are still privately owned, and unlike Socialism in the Soviet sense, you can vote out Democratic Socialist party members in a few years.
The real question you should be asking is what is the difference between our current mixed economy and the mixed economy of a Democratic Socialist system, and that is that government spending expands in health care and education to cover everyone, and taxes probably go up. It is basically just more of what we already do. The government already spends on healthcare, the government already spends on education.
Can we afford Democratic Socialism? Probably not, not until we take care of the bubbles in Higher Education cost and Healthcare. Our healthcare system is so much more expensive than countries that have universal healthcare systems, so for us to socialize healthcare based on those prices is insane. We have to take care of the costs first
