It is exactly the case, as there are 12% of Alawites in Syria, enough to fill 10 governments in entirety, but we still see non-Alawites in the actual government. And for those alawites that we see, it's majorly the Kalbiyya tribe, i.e the exclusion is entirely on the loyalty principles.

Which is a discrimination based on loyalty and not religion. It's really hard to gauge loyalty, so no one can blame Assad government for relying on tribe-based loyalty rather than determining loyalty on individual basis. Kalbiyya tribe is enough to fill the most of the government. There's simply no reason to draw from wider Sunni pool, especially if it results in loyalty tradeoffs.

Little Mark slowly tries to make his way to his computer.
His extreme physical weight makes it much harder for him to navigate properly across the room's floor littered with empty Mountain Dew bottles and all kinds of various dragon dildoes.

There is claims that the actual modest gains of land comes at a high price, and tows are destroying SAA T72 tanks at a rate of 5-10 a day, which make such losses unsustainable.
So to sum up, the airstrikes are effective, but fresher troops are more modern hardware will be required to finish the ground operation, especially in a context were Turkey, Saudi & others will make sure modern TOWS will make their ways to the rebels.
So we are either set for a long stalemate, or Russia will have someday to send significant amount of troops in Syria, with modern warfare.

The reason SAA are pushing so hard is because Russia are unwilling to do a USA and invest money, time and manpower if the Syrian national army don't prove their determination to win. Syria has pretty much sold its future into Russian hands in return for air support and military strength. It has essentially become a protectorate of Russia and so any losses it incurs are pretty much irrelevant as the more tanks they lose the more Russia will be to assist them more.
