I think a bigger issue than the financial or labor portion of this would be the discussion of leadership.
Now I'm all for this plan but who would be in charge of overseeing the construction and development? Why would they be in charge and why should I follow them?

I'll admit that I have no more (probably less) skill/experience than you do so I my opinions should be taken very lightly.
I would think that the best way to go about it is to manage a group of people that specialize in a certain topic. Someone for finances, someone for construction, a person that understands weather (the ocean, storms, things relating to nature), an engineer(s) that is capable of turning the junk you mentioned into something that can be used, another individual with a deep understanding of psychology to help keep people on the rig sane (because it doesn't matter who you are, being out there in the ocean alone will slowly chip away at your sanity) and whoever else is needed to maintain the rig.
These people should be in charge and whatever decisions to be made or plans would have to be as transparent as possible. Ideology should be reduced to something as simple as "We do as we please but as a group." Gang mentality comes to mind as a way to describe it for lack of a better term.
I imagine that isolating yourselves from the rest of the world and the stuff that goes on is the best way to go. To separate yourselves completely from the rest of the world and its beliefs, religion, agenda, etc. After all, that would be the reason for doing this in the first place.

You need specialist first and foremost because the things required arent stuff you can just google and learn in minutes. Finding people to join in and do the labor/grunt work to help is a lot easier to do and is best saved as the second phase.

Then what's the point of shipping yourself out in the middle of the ocean if you're still going to be involved in common world affairs? At that point you're better off finding an isolated mountain and creating an underground city. It would be easier, faster, cheaper, and it would keep you hundreds of miles away from another human face.

You don't understand this situation at all. We come into ocean not for sitting on old oil rig and eating raw fish. We want new society. Society, where you can be rich without criminal affairs. Society, when your children can see a life without SJW bullshit. Society, where people are not afraid or dislike their government, because government and people are, actually, two separated groups of people, who already live in different worlds.
