We kind of don't. Anyone who thinks they can get away with it has, at least on paper, moved their headquarters to a tax haven. The competition for the lowest overall tax rates has already left all the major countries behind, because countries with 600,000 people can function with just a sliver of the corporations' revenue. Germany and the other large European countries are pressuring the tax havens to reform, backed by the U.S, but they're far from succeeding. Depending on your perspective, we either have to regulate better at home or learn to function without a corporate tax.

That's not a fair assessment. All jobs require skills to be performed correctly and efficiently. Unfortunately, many companies and government are happy to settle for far less even when it costs more.
