Shelters that don't euthanize are usually very, very picky when it comes to what animals they accept, because they'll essentially be running a sanctuary if they take in a bunch of animals that aren't likely to be adopted. Shelters that do euthanize are less picky, and PETA takes everything.
When thousands and thousands of people dump off old cats and dogs, there just aren't enough people interested in adopting them. When you're getting rid of your 12 year old cat because you're tired of it, there aren't that many places that will take care of it until it dies of natural causes, and those places get filled up quickly.
