You are probably confusing Diversity with Multiculturalism, where Diversity is many people of many different backgrounds coming together to form one, new culture, while Multiculturalism is many people from many different backgrounds holding on to their old ways instead of embracing the future. It's alright to not know the difference -- people will often confuse Civil Rights with Social Justice, for example.

It can work when done right- there is a host culture, with various kinds of smaller communities and identities, and the main culture establishes the lingua franca, with other languages from tradesmen outposts to immigrant communities,and indigenous peoples reserves.
Some overarching rules are established by the host culture, and other matters such as community taxation are left to the locals.
And everyone's gotten over the being a dick to each-other parts of the past.
And no crazy extremist groups around. No isis or nazis.
And a decent economy
But if that happens, you can easily make multi-ethnic community groups on good terms, and have vibrant local culture.
