No, but most of them do. You presume that every single job should pay enough to be self-sustaining. The single homeowner should not look to an entry level job in Walmart to make ends meet. In addition, wages are a market in and of themselves. People take low paying jobs from Walmart because the jobs are (relatively) easy and don't require special skills. If working at Walmart was not worth the money that Walmart pays to do it, no one would want to go there for work. This goes for jobs that pay less than Walmart ( < $9-10/hr ) as well, which illegal immigrants tend to flock to. It's no revelation that Americans have higher standards when it comes to work than an illegal immigrant. This means, they will expect more pay for a back-breaking job that an illegal will take because it's, as you said, all that they can find due to their status, skills, and education. That, in turn, raises the wage of many jobs (so long as Americans don't immediately move in to accept them) without needing a minimum wage bump from the Federal government.

However, as you said, that's working full time - which the government cannot mandate. An employer has no obligation to give an employee a full time job, or to give them so many hours when working part time. Fewer working hours per week is generally seen as one of the consequences of increasing the minimum wage.

now be fair, if the minimum wage increased with inflation it would be at 22 dollars an hour right now. but as >>55432788 said, its not anywhere near necessary. steady hours are more important, added with being able to find affordable housing.
but not being able to afford living without benefits at 9 dollars an hour at 20 hours a week or working fulltime at 4.50 an hour is like choosing between drowning and burning to death, one may suck a bit more but your gonna die from a loss of oxygen either way.
