Cartels run the show and they are funded and supported by US 3 letter agencies because the prison system is privatized and America actually stands to gain a lot by support Mexican crime and the illegal drug trade. Technically, America is intervening and we are doing so by supporting cartels under the guise of being in a "war" against them.
The only actual good guys are the few spics running for government positions to make a difference - the ones who try to curb cartel power without backing down. Too bad they usually end up beheaded or ousted by the US government when they stage a coup and takeover.

It's extremely complicated; the TLDR is:
1. Mexico's legit government is extremely corrupt
2. The Cartels have their fingers in MANY pies. A lot of Cartel members, going high up to the leadership caste, are ex-soldiers and military folks. They also both support the corrupt government in Mexico and exploit it to get their own people elected to government positions, especially in small towns.
3. Wiping out the Cartels is pretty much impossible. They are like Hydra heads. Chop off one and two more take their place
4. The CIA, who profits from the drug trade, basically decided a long time ago, that the laziest way to get "peace" is to given secret official support to one or two big dog cartels. The support has it's requirements (the cartels have to keep the violence to "acceptable" level, they must obey the CIA when given a direct order, and keep the public illusion going that the elected government of Mexico is on the level).
