Second, those European countries that banned Holocaust denial fucked up, big time.
Right now, thousands of people from the Middle East are coming into Europe. They're going to have very conservative views on raising kids, marrying, etc. This won't go too well with Europe. A lot of Europeans are going to start criticizing the way these Refugees act culturally.
The Refugees are going to already face discrimination, but this will push it over the top. The Refugees will say "You banned Holocaust denial because it was enabled hate groups to attack Jews in Europe, why not ban criticism of our culture because it's enabling hate groups attack us?". Then Europe goes, "Well, that's different". The Refugees will say "No, it really it isn't. Stick by your principles here".
So Europe is now really fucked. If they do nothing, Refugees will not be happy with them. If they ban criticism of Refugee's conservative culture, Europeans will not be happy with yet another piece of speech to get you in jail. If they decide that arresting people for denying the Holocaust was a stupid move (which it was), they're going to get yelled at by Jewish communities which won't be doing fantastic as it is with all these Middle Eastern Refugees.
