Industrial civilization replaces labor with resources. In traditional civilization, the commoners produced the goods and the rulers used resources like iron for weapons to control the commoners and live off of their labor. In industrial civilization, the rulers have resources which have completely replaced the commoners' labor. They produce our food, medicine, communications, and transportation. As a result the relationship has been reversed, whereas formerly the rulers were parasites living off the commoners, now the commoners are parasites living off the rulers.
There is no decline of the West, simply a declining relevancy of Western commoners. Whereas in previous decades Western commoners were needed by the rulers to work in factories to produce the weapons which rulers used to conquer the rest of the world, now they have machines to build the machines, and only a few types of specialists are required.
