There was a population explosion when Europeans came and showed them how to farm, mine etc but they haven't industrialized so there isn't a big market for services, just demand for labor which leads to a large lower class not to mention there aren't enough jobs to go around. The low IQ and tendency towards crime of the population of these countries is not something that you can ignore. It not only means that the general population is less productive and less likely to make good financial decisions (as well as meaning they are more likely to destroy shit already built) but it also means that the leaders are generally corrupt and incapable. This has slowed down development in a place that had none in the first place. Even if Africa were being ruled in a capitalist way (which by and large it isn't) other factors prevent it from developing with any haste or consistency.

There's other things besides the economic system that matter in the development of a civilisation. And Africa is actually advancing nowadays, albeit still slowly and from a poor initial position. Just look at the countries that rejected capitalism - Zimbabwe, communist Ethiopia, etc etc, and you'll see that Africa is in fact an example of capitalism serving the higher cause of civilisation commendably well.
