Here's some clarifying:

The elections happened in October 4th. The results were 39% right wing coalition, 32% socialist party, 18% far left + communists.
The right wing coalition was 8 seats far from a majority, but it formed government, hoping to get a deal with the socialists to support them.
The socialists decided to negotiate with the far left instead, and now the new government was toppled. The far left, communist party, green party and the socialists signed a deal to form government, and all it takes it's the President to give them permission. The president cannot dissolve the parliament and call new elections because he must wait a few months.

The government cannot refuse to quit, it's the president that asks someone to form a new government if he wants. The moment the new government (if it exists) takes office, the current government quits. Until then, they're managing the basic stuff.

Elections again only in about 7 months, and it's up to the new president to decide (the elections will be in January).
