HR departments are literally the gatekeepers of companies, they overinflate their work and their size in a company because there's no other department that will challenge them. They stretch any work they get extremely thin across their un-necessarily huge departments, and of course spend most of their time chatting.
When it comes to employment, they devise pointless time wasting activities for possible interviewees, both for their application and their actual interview process.
They do this, and then all they hire anyway is blond, middle-aged or late twenties women like themselves. If they ever hire men, it's young car salesmen or chads. They don't care about what person their section needs, they choose entirely on instincts. Then the IT department or accounts department has to deal with yet another mediocre, vapid moron and they just assume this is how kids are these days.
In the UK, employment agencies have seen an explosion in popularity as organisations have started seeing the problem with HR departments, essentially slashed them to a small office to ensure they can never get too powerful, and now just bypass them for agencies instead.
It means that men looking for a desk job have to basically aim for the very top or they risk being dumped in a job market where they are a second class citizen because if they aren't a chad, they aren't worth anything - even if they were the perfect fit for the role they wanted, the HR harpies don't know that and will choose Jessica.

Yes it can travel on land, though generally not very well (it's really only meant to climb up onto beaches.) Traveling on land isn't really the point, though.
Imagine a normal ship transport, that might get grounded 50 m from shore, to a hovercraft, that can get you right up on the beach. That is 50 m of wading, completely exposed in the water, that you no longer have to do. It is superior for beach assaults, and can be used to quickly transport equipment from a ship to shore without requiring a dock/port.
