because Russia's game plan is to create a "frozen conflict" which destabilizes the region and allows them to exert influence without entangling them in the (more expensive, more complicated) commitment of fighting an ongoing war. same thing they did in South ossetia, abkhazia, and transnistria, they create a little festering sore of a satellite state to punish their former colonies for aligning with the West.
