I know people say 'well regulated means kept in good condition' but how does that figure with this part of the constitution.

So if 'the militia' is the people, does this mean the state governments have the authority to pass gun control laws constitutionally because they have the right to govern the militia?

That debate determines the nature of the 2nd amendment and people have been debating it since the 1800s.

in a constitutionally federal republic, "the people" always means the individuals.

not a collective group of individuals.

In the same way that they can restrict freedom of speech.

States could, for example require gun safety classes in K-12 education, as a broad example.

Really though, gun confiscation would be such a horrible disaster. You'd see large, almost unbeatable pockets of resistance supported by the local PD and Sheriffs, as well as huge plots of land guarded by "militias" which are mainly made up of pissed off Iraq vets and neckbeards who can afford combat gear and a battle rifle.
Gun control legislation may have the ultimately best intentions, but it won't get past the neck beards and pissed off vets of an illegal war, without a large number of casualties.
For our nation, this is a bad thing.

Gun controll usually means regulation, as in standards and what is and isn't proper... storage, for example.

Some states require you to keep your guns locked up when not in use, some states have laws against open carry. etc.

Did you fill out selective service? Congratulations, you qualify in militia. The governor of your state is in charge of it, but it's all based on your natural right of self defense. You defend yourself, likewise your neighbors, so then the community, so then the state. Well regulated, well meaning in depth like a well, and regulated as in regular meaning the same rules apply to everyone in the same chain of command. That's how it seems to be, anyways.
