We already terraform, just not on the scale you are thinking. Grading land, raising and lowering terrain, draining swamps and marshes, building islands, redirecting rivers etc.

Put a space parasol over Venus and maybe there is a chance of Earth 2.0. For a surface colony on Mars, one of those air containers from Spaceballs would work. At least we could build large domed cities and farms. connected by underground roads.
