Actually, I worked in the same building as this guy when the leak happened. He was up on the 3rd story, and I was on the 2nd. He absolutely did not require a two man combo. I know exactly what he did and how he did it because in the aftermath of his actions the new security procedures doubled or tripled my workload as an Information Manager.
