Can get a new mossberg 500 or remington 870 for around 300 bucks, at least the last time I checked. You can find a used one cheaper. Mossberg 88 is good enough for a closet gun, and can get an 8 rounder for about 200 from what I have seen.

Not at all. Any gun is better than no gun, and $300-$400 can get you a standard long arm, a standard sidearm, or a budget two-piece set.
Don't be scared off by memes about Hi-Points. I had an opportunity to shoot one myself, and although it was awkward, big, and had a gritty trigger, it had minimal bite and shot where it was pointed. Just be sure you can afford enough ammo to practice every once in a while, i.e. consider 9mm over .45 for cost reasons if necessary.
