the point is to protect the department and the taxpayers from some civil rights lawsuit alleging that the police are engaging in 'racial profiling' because X politically protected group gets too many tickets.
the city just recently settled some million dollar lawsuit with the DOJ because the fire department's qualification standards had a 'disparate impact' on minorities.

Maybe, but you're thinking small time here. I'm talking big picture stuff. Once people become aware that LE does this, they'll start demanding changes. And once those changes go into effect, prepare to watch as white crime plummets across the board. At the same time, hispanic crime will jump. Once that happens, a lot of people are going to start wanting immigration reform. The feel good liberal machine can only hide the facts for so long, this is reality biting them back.
