There are legal channels but you have to consider how many people are actually willing to immigrate into the US or any other place. On top of that, the US-immigration system (and most other immigration systems) are immensly poorly planned out and regulated. It's a bureaucratic mess. They don't immigrate legaly because they'd have to wait an immense amount of time or they'd just get flat out rejected depending on their situation.
