This is stupid, you have some sort of imagined vision of advanced society without possibly knowing if it's even attainable. You mention plastic surgery, but the same argument can be extended to everything - cars, food, phones, computers - those very things that you judge the "advancement" of civilization - every one of them started as a necessity an now is common as dirt, and the society adapted those things without crumbling. You're just excluding augmentations and a priori deciding they're harmful, evil and bring destruction - the same argument that was used through history to denounce major inventions i.e. printing press.

The one thing we can learn is that there is no "destruction", only changes, and humans are quite good at adapting to them.

At first we could say Nobel Prices, Fields Medals. Great scientists, great doctors, engineers and medics whose exprerience is so fucking valuable we better give them a huge life expectancy. Surgeons and astronautrs that might benefit from highly precise augmented arms.

Second come workers in highly technical and laborious field of work. Augmentations could help them accomplish remarquable tasks much easier.
Also, injured people. Veterans who lost members. Unlocky falks having suffered traumatic injuries that disabilitate them permanently.

And in general, all the people involev in huge, long term projects. Space exploration and observation, super-high tech development such as fusion reactors, and so on.

Let me frame it differently:

First we care about those who share our goals and actively work on them or support them.

Second we want to give it to the rest of humanity, at best as an offer they can refuse (but technology often gets coercive, so I won't pretend it's all about free choice for them).
Body mod and trans people aren't our active focus, so if they benefit from Transhumanist technologies and a positive Singularity, it's a side effect.

Re niggers: they get the same chance to enhance themselves. Which means both physical and cognitive enhancement. We assume that cognitive upgrades plus education make people better. So nigs aren't excluded. We're usually supremacists, but not racists. In the end we're practically egalitarians for that we intend to make the awesome advanced available to everyone.

That requires full body prosthetics. The other thing people want is fully immersive VR, that requires complete brain to computer interface.
