So, the conservative Norwegian government just made a 15 point plan to restrict immigration.
1. Send back immigrants coming over the Russian border immediately.
2. Focus on sending back criminals and immigrants who have been denied asylum as quickly as possible. They want to increase funding, in order to speed up the process and provide the necessary resources and manpower to get these people out of the country.
3. Build refugee centers for underage immigrants in other countries.
4. Reevaluating previously granted residence permits under a much stricter set of rules, and sending back those who no longer need protection.
5. A greater focus on temporary, rather than permanent residence permits. More restrictions all around.
6. Much more restrictive rules for family reunions.
7. Suspending a law that grants immigrants temporary residency after 15 months.
8. Changing immigration laws to more closely resemble those of other countries (in other words, more restrictions).
9. Drastically reducing welfare for immigrants, and make it comparable to other, more restrcitive countries like Denmark, in order to make Norway a less desirable destination.
10. Increase the length of time immigrants must have lived in Norway in order to receive welfare.
11. Same as above, but for citizenship.
12. Overall restrictions related to specific welfare programs aimed at asylum seekers.
13. Increased focus on integration in refugee centers.
14. Force countries that receive foreign aid from Norway to accept returning immigrants and prevent immigrants from going back to Norway.
15. Reevaluate international conventions, and decide whether or not they're valid during mass migration like we're currently experiencing.
Surprisingly, AP, the largest party in Norway (the one Breivik shot up), seems to agree to most of this, so it looks like most of this will pass.

Lot's of afghans are leaking across the russian border, almost all already have russian immigration status. Many lived there for as long as 10 years.
Some even returns back to russia when they get told that they will be flown back to kabul rather than moscow if they are denied asylum protection, which none of them will get.

I don't think most Norwegians have any strong opinions about Finns. The worst thing I've heard are jokes about depression and vodka, but I've never really met anyone who dislikes Finns or have anything against you.

Depends which Scandinavian country. If you learn Norwegian you will also be able to read most Danish. I found Swedish easier than Norwegian for the couple months I spent learning it before I realised where Sweden was heading.
