You don't want to hear it but there's no way around it. More government assistance. People can't get good jobs that let them support themselves any more. In the past you could get a good job and support a family with a stay at home spouse with out having a college degree. That time has gone though.

In California they passed a law (under Reagan's governorship, somehow) that made it illegal for the state to involuntarily commit someone for more than 2 days without consent. Now our state is completely overrun with homeless drug addicts because it never gets cold enough to kill them or force them into shelters, and they never willingly go to the shelters since they can't smoke meth there.
The solution is simple: Build a simple shelter with bathrooms and cots, make it illegal to sleep outside in public property like parking lots and parks. At first you'll be inundated with people, but as they're forced to come into contact with law enforcement and more importantly forced to chose between evading the cops to do drugs or going sober for a warm bed and peaceful sleep the numbers will thin.
Also repeal prop 47 it's bullshit and whoever wrote it should be literally tied to a rail and shipped out of the state to Reno. It's a bigger fine to have your gun stolen from you because it wasn't in a safe than it is to steal the fucking gun. Just what the everloving fuck. Stop letting thieves and addicts roam the streets every single day then spend a warm night in county, just fucking keep them there.

Your court case in inapplicable to most homeless since it specifically clarifies that they must be "capable of surviving safely in freedom by themselves or with the help of willing and responsible family members or friends." Drug addiction and mental illness both qualify as unsafe and self-injurious. However, the LPS only allows commitments in criminal cases, so unless the meth addicted homeless guy steals more than $950 in one night and attacks someone, he's free to use and defecate wherever he wants essentially.
