Op's pictures are not from the bengal famine of WW2 (when food was actually diverted during the war and where Britain did play a small role in the tragedy).
Those are 19th century photos which were normal "natural" Indian famines that resulted from rice crop failures in 1877. The 19th century famines were far more devastating (over 1/3 of the entire population died).
You can tell that those photos are pre-ww2 because they use tintype/CDV photography which was phased out by 1900. That and the top middle one is a very famous photo from the 1877 Bengal famine.
As to what caused the 19th century famine? Their fellow Indian civilians starved them in the aftermath of rice failure. Historically India has always shit the bed (shit the street?) when it came to building granaries and actually stockpiling enough food to survive a bad year. All it takes is one bad storm or flood and millions would die.
This happens every few decades in India's history and it goes back to before recorded history. Famine comes naturally to these people and when it does happen the neighboring Indian states do a piss poor job of sharing food.
It is fashionable to blame the British but famine comes naturally to these people. They cope by spawning 7+ children per family and expect to lose a few along the way. It has always been this way.
