This act promotes the “Canadian heritage [of multiculturalism] as a fundamental characteristic” of the nation. The assertion that Canada has been innately multicultural is true. However, until the implementation of post Second World War policies, Canada’s cultural identity was never monolithic.
While Canadian immigration policies properly functioned in the past, it is argued by the two economists Herbert Grubel and Patrick Grady that immigration, in its current state, imposes a fiscal burden upon the Canadian populace. They claim in their research “Immigration and the Canadian Welfare State (2011)” that the average immigrant utilizes more benefits, than he repays in taxes. Therefore, concluding that current immigration policies bring a net-loss to the Canadian economy. In support to this claim, the negative economical, social, and political factors of the current high immigration rates to Canada must be analyzed. In doing so, this text aims to contradict those favorable to the current migration system by citing important sources. Before pursuing, the distinction between an economical migrant and a refugee must be clarified. However, when discussing aggregate immigration, refugees count for total immigration to Canada. The research does not aim to belittle immigrants, but to criticize the audacious choices of Government.

This description marks the beginning of the first round of systemic change to immigrant acceptance. The commencement of the second period coincides with Canada’s post-war policies. Before the policy reform by Conservative Prime Minister, Brian Mulroney, during the mid-1980s, “the immigration movement to Canada was regulated in accordance with economic conditions (Bissett).” During this period, immigration policies properly functioned as the newly arrived migrants did not economically strain the populace, despite causing minor social conflict. Mulroney raised these rates in 1985 to sway the ethnic [minority] vote. Mulroney’s successor, Barbara McDougal, continued this trend in 1990 by raising levels to an annual rate of new arrivals to a quarter million.

It is essential to note that the first figures collected coincide with the introduction of Mulroney’s immigration reform.

The essay will discuss this fallacy later, but it is no less a common declaration. That being said, if Canadians do not initially wish to occupy these positions, the supply of workers for these occupations must be almost non-existent. This may be partially due to location, lack of skill amongst the population, or low wages due to competition. Consequentially, the wages for these occupations must be severely low such that Canadians choose not to perform them. Assuming that immigrant reception serves primarily to fill these positions, their income must be vastly lower than the national average.

Therefore, wealth is created by immigration, but in detriment to the lower and middle class. Especially youthful job seekers suffer from such a system, as they tend to perform unwanted jobs filled by the more skilled and experienced economic migrants. Unemployment for persons between the age of 14 and 28 remains at 14%, or double the national average (Bernard, Statistics Canada). In addition, previous immigration policies reflect upon the demand for additional workers, taking into consideration the needs of both public and private sectors. Such planning greatly reduces the financial burden upon the nation. Even prior to set immigration rates, “[economic migration to the country] did not contribute to economic growth, but in fact caused a decline in per-capita income and real wages of Canadians. (Macdonald, 1985)”

Canada, being an autonomous and unique nation, also possesses an immigration system differing from other Western countries. Since 1990, Canada accepts the highest number of immigrants than any other nation, in proportion to the current population (CIA, 2007). Although these right-leaning parties never held political power, they greatly influence immigration policies in their respective countries. In Canada, the Liberal federal party wishes to increase immigration from 0.7% to 1% of the total population (from 250,000 to 300,000), as they “hold the ridings with the largest concentration of new Canadians. (Martin, 2008)” In Europe, such an increase would lead to “political suicide. (Bélanger and Malenfant, 2005)” Outside of Quebec, immigration is not only accepted, but celebrated. Although the essay just mentioned that Canada possesses no anti-immigration party, the Quebec Separatist movement was exempted since it is not truly federalist. The possibility of provincial separation contributes to the Anglophone Canadians’ admiration for immigrants. In order to combat rising separatist sentiments, Prime Minister Pierre Trudeau adopted Bilingualism and Biculturalism as official social policies, leading to the previously mentioned Multiculturalism Act (Hawkins, 1988: 390-92). The Parti Québécois as well as the Action Démocratique de Québec contemplate “lowering immigration in Quebec […] since it is the main factor in the decline of the usage of the French language. (Termote 2008)”

The first being that domestic politicians and interest groups benefit from mass-immigration without taking into consideration the possible long-term negative effects it could cause. The previous paragraphs prove this. The second assumption corroborates that the policies of mass-immigration go against public desire. While the electorate democratically voted the Conservatives into power in 1985, the party never endorsed mass-immigration as part of their philosophy.

However, Grubel and Grady estimate that immigration creates an enormous liability for tax-payers. Canada spent 3.2% of its total budget in 2005 on immigration, while politicians suggest the system benefits the economy. In addition, immigration causes innumerable social predicaments, proof of the failures of multiculturalism in its current sense.
