well, military service (9-16month) for males of 18yo was abolished around 2-3 years ago. before that, you could do military service or do civil services (same amount of time).
so it is actually safe to say that many people over the age of 35 have lots some degree of military training in germany and know "their stuff". they could easily train other people in the use of weapons and a weaponized militia could be formed within a few days (considering you get the weapons).

Victoria Nuland's leaked communiques for example were never put on the spot in the mass media - they only concentrated on the "Fuck the EU"-part to stop people looking at the rest. And it worked, because no one mentioned the stuff she said anywhere publicly. It was the proof, that the American government was destabilizing the Ukraine and nobody noticed, because we were cleverly baited with this one stupid sentence about the EU.
