I like the idea of a restricted benefits card though.
Whatever benefits each child would accrue should be put on a separate card with limited purchaseability to only food, childrens clothing, etc.
Field trip and school expenses should be reported to the state or whatever bureau where vouchers would be distributed.
I don't know how random field trips are for the school year but I'm sure the government can dish out IOUs to the school for allowing children that meet the criteria to go.
In fact, all primary schooling should be paid for by the government for the year exceptions to be filed during taxes, ie income threshold @ $xx,000 you owe field trip and school costs deducted from your tax return or not if in poverty.
Then there's the joint filing and custodial hurdles that will have the dodgers...but if you claim 2 child dependants on your taxes, you'll have to pay for their school expenses one way or another.

Tax money is spent to make sure the money gets the the recipient. I think they take a small fee out of the payments as well. The majority of the money comes from the supporter though. The amount is based off of the supporters income, how many children, and the lifestyle the children are used too kinda shit.
Welfare is another story however. Completely funded by taxes. The amount of money is a sliding scale based off of current income (if any), number of children (if any), and basically if you are black or not.
I know its anecdotal but I was once told the leave a food stamp office. I had a lull in work and money was tight. I meet the criteria to receive the stamps but they told me to leave because I didn't 'qualify'. Everyone in line was black, all the workers were black, the supervisor was black. I reported them but by the time they came around to investigating I was working again so it didn't even matter anymore.

All of this just from lobbying. Having an EBT for child support is no different, it will only be used on a few items at a time and then get lobbied to do everything else.
