My impression is that it's both.
Putin basically is happy about anything that divides Europe. If it causes European nations to become more unhappy with each other, or within, then they will print it.
This means that e.g. nationalist parties will get good exposure - because it frustrates the red keks. But if a gypsy gets molested by 15 nazis, they may also write about that, because it makes people unhappy.
But still, it's factual. Because they know that because of Russia's reputation they cannot risk getting caught in lies. If everyone hates you, they will examine everything you say for ways to catch you out. So they have to be factual.
I quite like it. Society should have its situations exposed, and the red kek desire for control and conformism should be confronted with reality.

It's a mainstream news source. Which isn't "bad" as in immoral, or even "bad" as in poor content. It's "bad" in the sense it has a spin, even if not blatantly ideological. It's also "bad" in that it rarely goes in depth or provides follow up on stories, it lacks completeness.
If you set up a news feed I would include it along with China Daily, Al Jazeers, and BBC. Knowing "these things are happening there" will help you in your initial step to digging deep on the topics which concern you. Use it like an encyclopedia. A first step into the decent.
