No, I don't think so, because Al-Qaeda were deliberately provoking the U.S. all throughout the 90s, and up until 2000 they'd already blown up one of our consulates, attacked a war ship, and set a bomb off in the parking garage of the WTC. They weren't exactly planning on stopping, and with all of the money trickling in from the ISI, Turks, and Saudi intelligence, they were pretty much capable of anything.

We were going into both Afghanistan and Iraq no matter what with the Bush presidency. PNAC and its charter members who happened to be appointed to prominent positions in the Bush administration would have made it so as part of their previously established goals.
