The point isn't the ratio. The point is that if they were TARGETING minorities, they'd choose minorities more often than whites.

If the KKK lynched more whites than blacks, could they be called a white supremacist organization? Would race even be an issue? No.
Now if we're going to factor the ratio into it, then you can't ignore the ratio of blacks that commit crimes compared to whites. If you're willing to look at the statistics, you'll see that blacks commit far more violent crimes than whites. Thus their neighborhoods and communities become hotspots where crimes are committed more often.
Police patrol crime hot spots. Blacks commit more crimes, create hot spots, and get more police patrols. Are you surprised that blacks get more police interactions?
When the cops don't patrol black areas, they pretend the cops have abandoned them and 'let' crime grow out of control. When they do patrol, they're accused of racially profiling.
You have to pick. More cops and less crime - but more blacks being stopped. Or Fewer cops and more crime - but fewer blacks being stopped.
There is no third choice until blacks take responsibility for the criminality that is inherent in their 'community'.
