If dogs can be bred to have specific traits, abilities, personality and features on genetic level over just few decades, then the same must apply to humans living in different environments separated from each other for thousands of years. That means Africans really are different from Europeans, and East-Asians are also different.

I agree that the possibility of this happening is true. The only difference is that people will usually breed with other people based off of whether they want to or not.
Dogs were intentionally bred to be different from one another, but before that happened they were probably all about as similar to eachother as any wolf is similar to one another.
But realistically, humans are quite obviously different from one another. So, even though we are clearly the same species it seems like, up until very recent years, we had been slowly evolving away from eachother.
