It's just that there are too many candidates right now in the Republican field so candidates need to find ways to stand out. It's pretty much only Sanders and Clinton for the Democrats. I'm sure once the GOP field is significantly reduced the debates will be more issue focused. Also doesn't help that the establishment is doing whatever it takes to get rid of Trump.

This was intentional on the part of CNN. You can find the anchors on the record saying they wanted to try to make the Republican candidates fight each other, and they stacked their questions to try to provoke that for both ratings and typical Democrat shill reasons.
They did not want to do that for the Democrat debate. The objective of the Democrat debate was to protect Clinton.
