Rome wasn't a naval power until after the wars with Carthage, the legions melted away under Parthages arrows and before the Marian reforms there were no professional soldiers. Mathematical development was megre compared to Greek contributions and the educated spoke Greek not Latin. Rome never stood out in one area, it just did everything well and that's why it lasted for so long
