The M4 cannot be sold to civilians. This is because the Firearms Owner Protection Act of 1986 forbids the civilian ownership of fully automatic weapons that were produced after 1986. The M4 and M4A1 were all produced after 1986, and are capable of either burst or fully automatic fire.
