He was a puppet president who graciously accepted the role of president in order for based Putin to get around constitutional term limits. Basically I think most got the impression that he would hear discussion on a matter and run to Putin to ask what should be done. This could be problematic, if the dictator-for-life figure wasn't Putin. Putin ruling Russia and making all the right calls in Syria is enough a justification for the charade in between Putin presidencies.
