Something like the NSA/CIA openly assassinates a president or threatens Congress for not giving them what they want or maybe a major terrorist attack happens that the three letter agencies missed, leading to the question of why they collect all this data when they can't even put it to effective use.

At this point I wouldn't be surprised if the NSA and maybe even the CIA are self funding through stock market manipulation. They have all the access they need to commit insider trading on an epic scale. With no congressional oversight, the ability to dump dirt on any president that would get them removed from office, and self funding they would be completely above the government. Only the military could step in and stop them... maybe.
