The latter will change over time but It seems plausible to me that a 12 year old could still be a threat to other people 10 years later, especially if they had a severe mental disorder.
Length of suitable punishment for a child could well be 10 years but after that it's up to the discretion of whomever is reviewing their likelihood of re-offending. In my opinion, for murder the reviewer should have the power to keep them as long as necessary if they are deemed a danger to the public. I see no reason why the maximum sentence should differ from child to adult, only the minimum.
