Depends which militia you are talking about. Federally there is the Army Reserves which is composed of citizens who serve part time that is part of the federal army. Then there is the national guard which is federally funded state militias that answer to the governor of their respective state but can be called up by the federal government in times of war. Then there are numerous state funded militia units which answer to the governor and the governor alone which can not be called up to serve the federal government at all. They typically have been used to augment the guard or perform national guard functions when the national guard is under strength due to federal deployements. Then there are local citizen militias which are loosely affiliated with local governments at best. They might have a deal or understanding with their local mayor police chief or sheriff to cooperate or ignore eachother and that is pretty much it. Ideology wise they can be allover the place. Some are labeled terror groups or dangerous by the feds or southern poverty law center but I'd say most are pretty harmless.
