No, several terrorist attacks have ocured right under the "watch" of the NSA, they collect too much info from stupid places to sort the needle out of the haystack in time to effectively stop anything, at a massive cost to the taxpayer. The program is a failure and if anything it is used to monitor political dissidents and not provide protection to the people.
