"Cutting" is mostly done in the non-attention cases as a coping mechanism for emotions. For whatever reason they can't cope with life in a normal way, usually associated with BPD. This means all those negative emotions or whatever can't be coped with so they just cut themselves or something.
It's much, more more common in women for obvious reasons. If you want your girl or daughter to grow up not cutting, then you have to let her to emotionally develop while coping with failure and not being perfect. It happens a lot to narcissistic parents who require perfect children or brag about them etc.
