Well, pretty sure it was. The explosives in the building weren't, though, obviously. There's a reason Breiviks bomb just took off a few windows and some paint, while McVeighs (supposedly) gutted half of the building.
In any case, their bombs are fairly weak and usually consist of loosely cobbled together explosives they've found or smuggled. Most of your average farmer-sourced (anfo) bombs would be more powerful than the shit that you see in these countries most of the time.
