Without going too far into conspiracy theory territory, it is definitely plausible that apps like Pokémon Go and Snapchat are allowing organising to collect huge amounts of photo and video evidence of our houses, our neighbourhoods, our faces and so on. Intelligence agency whistleblowers like Snowden have confirmed that our phones and other electronic devices can and are being accessed this way, without our consent.
So what's the actual endgame here? There's obviously lots of conspiracy theories going about, which one is actually likely?

The primary purchasers of metadata are marketers, and governments. Marketers want to figure out how best to advertise to certain demographics, where the best location to place ads are, what times of day will the target demographic see those ads the most.
