Academics deal with that kind of back-and-forth argumentation all day long, so they like to cut off the squabbling by using terms that safely cover all the possible cases.
Hence, we get a term like "food insecure" that sounds weird and stilted, but you can tell that it was specifically designed to be both precise and broadly-applicable, just the way academics like it.
