For Russian or Chinese translating you'd have to go to London to be useful meaning yes, it is as bad as the memes say for that specific place.
You'll probably have to live in/near London which sucks ass.
If you are going to the UK there aren't many nice areas, the sweet spot is between the Cotswolds and Oxfordshire where the Midlands and South-West meet - the rest is just cities and council estates.
There are great places in Scotland, Wales or the south of Cornwall which are nice, but they not particularly well connected so if you do need to travel it can be a bit inconvenient.
