Uniform paperstrips - lots of them. Fairly thick glue. An idea + imagination. Ability to combine colors aesthetically is optional. Also, try a search on youtube or google for Quilling DIY or Quilling for beginners.

This is something I made a few days ago. Used precut metallic foil strips from a hobby shop, but it turned out they were very annoying to work with (too stiff for nice coils, and a nightmare to glue together).

One huge issue is the weight/thickness/elasticity and width of those paper strips by the way. Precut paper which is just about right is damn expensive, since it's a dead hobby currently.
Cutting strips yourself is possible, of course, but it comes with some perks... You'll need dozens or hundreds of strips and you don't want to do that manually with an exacto knife (though that way you are guaranteed perfect results). Office shredders and other cheap solutions on the other hand can produce a lot more strips at the same time, but their rolling "knives" are not exactly engineered for making perfect cuts so they fray the paper, a lot. It's a frustrating hobby if you don't have a lot of money.
